A Roseville man has pleaded guilty to a fede- ral mail fraud charge stemming from a phony billing scheme that defrauded more than 10 investors.
Leo Wheeler, 56, admitted issuing dozens of fraudulent invoices for work on a small Lake County subdivision that he never performed, according to the U.S. Attorney Benjamin Wagner’s office.
Wheeler used the money he collected from the scheme for his personal use and to cover expenses for other development projects, federal prosecutors said.
Wheeler, who submitted his guilty plea before U.S. District Judge Garland E. Burrell Jr. on Friday, faces up to 20 years in prison and a $250,000 fine. He is scheduled to be sentenced on Nov. 18.
